Program Analyst/Scheduler

StraCon Services Group, LLC is seeking a Full-Time Program Analyst/Scheduler. The Program Analyst/Scheduler is responsible for providing support to the Integrated Product Teams (IPTs) to include but not limited to:
 
Program Analyst: coordinate and schedule conference rooms and meet-me-lines for IPT personnel; maintain action item tracking log, prepare correspondence, Naval messages, forms, and presentations in the appropriate formats using computer based applications, maintain tracking log for correspondence; provide conference room support including supporting the set up/operation of audiovisuals, Video Tele-Conferencing (VTC} and teleconferencing; and Defense Connect Online (DCO) meetings setup; screen and distribute all correspondence; prepare meeting agendas, coordinate, attend and participate in IPT and prime contractor meetings, requirements reviews, design reviews, logistics program reviews, system working group meetings, technical interchange meetings, program review meetings, test planning meetings, and other meetings as required/directed and prepare and distribute meeting minutes; collect and distribute action items from program meetings after receiving Government approval of the content and format of the documents. Maintain an issue and action item database to support the Integrated Product Team (IPT} lead and government systems engineers in managing the lifecycle of product issues and actions. Track action items to closure; coordinate and participate in working groups, meetings, and conferences with other Program Manager, Air (PMAs) offices, Program Executive Offices (PEOs), Navy and other military services to coordinate program plans, road maps, and reviews of potential technologies that may aid in accomplishing domestic programs; provide analyses of requirements and schedules and evaluate and recommend changes to schedules and associated milestones to ensure compatibility with overall program objectives; provide input and adjudicate comments on CDRLs;
 
Scheduler: assist the Government in developing an Integrated Government Schedule (IGS); conduct an IGS analysis, which includes a critical path analysis; ensure that IGS tasking and team work plans are consistent; provide information related to schedule variances in the Integrated Government Schedule {IGS) to the Government, analyze data and support the development of cost, schedule and performance risks and mitigation strategies; prepare and maintain product development schedules using critical path networks and track action items connected to these schedules; support the Pre-Case and Case Implementation Product Support to define spares, publications, sanitization, training, and software support requirements; develop executive level briefs/presentations to senior level personnel in the U.S. Navy, throughout the DoD, foreign countries and their Embassy personnel on program capabilities and P&A/LOA details; document and support FMS planning meetings and international conferences, including but not limited to, program reviews, technical discussions, and program planning. Develop, plan, and schedule briefs; prepare minutes and action items; and track action items to closure. Conduct pre-event activities such as: communication with stakeholder program offices and FMS International Partners (IP), arrangement of site/location support; provide programmatic, engineering, and logistic expertise to review and analyze FMS requests for warranty and defect determination; track the release of all controlled unclassified and classified documents to foreign nationals and their governments; generate and maintain FMS schedule and calendar of meetings that reflect critical milestones, establish action due dates, set program milestones and other significant program elements; provide support to NAVAIR regarding site survey planning and reporting requirements and pre-case planning conferences with prospective FMS customers. This includes pre-conference research and issue paper preparation and post-conference follow-up support including-problem tracking, resolution and status reporting.

In addition, the Program Analyst/Scheduler will be responsible for, but not limited to, the following requirements:
 
Experience Requirements:
 
  • Must have a minimum of four (4) years of experience in program management, technical or business analysis discipline; and included in the four (4) years, there must be two (2) years professional experience in technical efforts supporting major weapon systems and components development.  
  • Demonstrated experience in the program/project status and schedules.  
  • Demonstrated experience in the tracking of program/project contract status.
  • Demonstrated experience in analyzing requirements, reviewing/writing statements of work (SOWs), analyzing and monitoring progress of tasks and actions of a dispersed team.
  • Experience with the DoD acquisition process and an understanding of basic acquisition terminology and familiarity with NAVINST 5000.21B.
  • Demonstrated experience in researching, compiling, tracking and analyzing program technical and/or financial data.
 
Desired Experience:
  • Demonstrated critical thinking and problem-solving skills.
  • Effective verbal and written communication skills.
  • Database management experience.
  • Naval weapons maintenance and handling experience.
 
Educational Requirements:
  • BA/BS Degree in a business, management or relevant technical discipline.
  • Allowable Substitution: an AA/AS degree and an additional 4 years’ experience or no degree and an additional 8 years’ experience.
 
Security Requirements:
  • U.S. Citizenship required.  
  • Minimum Secret clearance required OR must be eligible to apply and be granted DoD interim clearance prior to employment.
